This 3-tier model is an extension of the classic New Public Management model by incorporating the dimension of strategic foresight.
Basic Structure
Economy (Wirtschaftlichkeit) focuses on the efficiency of administrative processes and their optimal organization.
Efficiency (Effizienz) assesses the relationship between resources used and services provided (Outputs).
Effectiveness (Wirksamkeit) evaluates the actual impacts achieved (Outcomes) in relation to the goals pursued.
Foresight (Strategic Foresight) complements as a guiding level the systematic exploration of possible futures and their implications for administrative control.
