Members of Parliament elected on 23.02.3035 with Health Policy Expertise in the 21st German Bundestag

The Bundestag election of 2025 has restructured the composition of health policy actors in parliament. Below are presented the members of the Bundestag from the parties represented in the Bundestag who have special expertise in the healthcare sector or have already distinguished themselves in previous legislative periods.

The factions are currently forming. It is unlikely that the work of the health committee will commence before the end of the coalition negotiations. We will update this page and are always happy to receive important tips by mail or ZEITGESCHENK+.

Who will be the Federal Minister of Health?

We are closely following the question of the appointment of the Federal Ministry of Health, continuously updating this section with new information from the coalition negotiations. The formal nomination is not expected until the conclusion of the formation of the government. As soon as reliable information on the personnel appointments is available to us, we will incorporate it here immediately.

CDU/CSU

The last Federal Minister of Health was named Jens Spahn. Currently, it is not expected that he will resume the position in the Merz cabinet.

Dr. Simone Borchardt (CDU, Mecklenburg-Vorpommern)

As a former head of a nursing facility and longtime BARMER employee, Borchardt brings practical health economics experience 2 8. She was the rapporteur for remedial policy in the last legislative period and is again sitting on the health committee. Currently, she functions as the head of the care division of the Union faction 8.

Prof. Dr. Hendrik Streeck (CDU, North Rhine-Westphalia)

Hendrik Streeck is a well-known virologist and recently an author of functional novels. He will enter the Bundestag for the CDU. His debut in the thriller genre is titled "The Institute". The book "The Institute" will be published by Piper in Munich in 2025.

The direct candidate won the mandate in his Bonn constituency for the first time 8. As the director of the Institute for Virology at the University Clinic Bonn, he shaped pandemic debates. His focuses are in infection prevention and evidence-based health communication.

Emmi Zeulner (CSU, Bavaria)

The repeatedly directly elected member of parliament from Kulmbach-Lichtenfels advocates for strengthening rural health care 8. As a member of the health committee, she focuses on recruiting nursing staff and digitalization strategies.

Dr. Stefan Pilsinger (CSU, Bavaria)

The licensed doctor and health economist won his Munich direct mandate with 34.7% 7. He advocates for a reduction in bureaucracy in hospital financing and strengthening telemedical offerings.

Tino Sorge (CDU, Saxony-Anhalt)

Despite losing the Magdeburg direct mandate, the lawyer enters via the state list 8. As the health policy spokesperson of the Union, he calls for a reform of the DRG system and advocates for the interests of the health economy.

SPD

In a coalition of CDU and SPD, as currently proposed, the portfolio will likely go to the SPD again. Whether Karl Lauterbach may take on responsibility again is open.

Prof. Dr. Karl Lauterbach (SPD, North Rhine-Westphalia)

The acting (caretaker) Minister of Health defended his Cologne direct mandate 7 8. His priorities lie in implementing hospital reform, combating antibiotic resistance, and strengthening the public health infrastructure.

Matthias Mieves (SPD, Rhineland-Palatinate)

The constituency winner from Kaiserslautern is the deputy health policy spokesperson 8. The former nurse focuses on working conditions in nursing and the reform of emergency care.

Claudia Moll (SPD, North Rhine-Westphalia)

The trained geriatric nurse and former care advocate of the Federal Government enters via the state list 8. Her focus is on improving training capacities for nursing professions.

Sabine Dittmar (SPD, Thuringia)

The trained nurse and health economist advocates for strengthening municipal health offices 7. As a rapporteur for care policy, she works on the reform of minimum nurse staffing levels.

Christos Pantazis (SPD, Hamburg)

The constituency winner from Hamburg-Mitte advocates for better networking of social and health offices 7. His special focus is on psychiatric care in major cities.

BÜNDNIS 90/DIE GRÜNEN

Dr. Janosch Dahmen (Grüne, North Rhine-Westphalia)

The emergency doctor and pandemic expert enters via the state list 7 8. He calls for a "climate-resilient healthcare" and the introduction of heat protection plans for hospitals.

Dr. Paula Piechotta (Grüne, Saxony)

The radiologist and deputy health committee member advocates for expanding mammography screening programs 12. Digitalization of specialist doctor communication is her core concern.

Franziska Brantner (Grüne, Baden-Württemberg)

Political Priorities and Conflict Lines

The health policy landscape in the 21st Bundestag shows clear programmatic differences: while Union and SPD rely on a combination of structural reforms and digitalization 10 14, Greens and Left demand socio-ecological transformations 9 11. The BSW positions itself with system-critical approaches against market radical tendencies 9. Despite these differences, a cross-party consensus emerges in three areas:

  1. Strengthening primary care by relieving general practitioners 10

  2. Expanding telemedical infrastructures 16

  3. Reforming training for nursing staff 8

The upcoming legislative period will be decisive in determining whether these commonalities can lead to concrete legislative initiatives.
